Fedora 32 -- set up VNC to run all the time

NOTE This seemed to work at first, but there are several problems. The VNC session does not get the home diretory set properly (it ends up with "/"). Also with VNC enabled for a user, it is impossible for that user to login at at the console.

This may only be a problem with xfce, which is what I always use.

Here is a note about xfce login looping. One tip that I see all the time is a different display manager (lightdm) may help. The note mentions that Gnome uses "wayland", while XFCE does not and this can be a source of trouble.
